In ICT it means 'Virtual Learning Environment'.
This is a database driven web site set up to support learning online.
A VLE typically contains a place to create online lessons, a method of testing online, setting homework, calendar functions and so on.
There are commercial VLE applications available and also 'open source' applications such as Moodle.
