2. Cost

The available budget is usually the factor which governs the shape and size of a network. With an unlimited budget, you can continue to improve most aspects. Although, eventually both current technology and physical space will enforce their own restrictions.

Cost is relatively easy to measure in concrete terms; it's simply how much money is spent on building, running, and maintaining the network. Cost can be decreased by sacrificing one of the other factors.
